Dinner
On September 26th, the Rye PBA hosted a
retirement dinner for member Jeff Golanec. Jeff's friends, family and
brother & sister officers came to honor him at the Manursing Island Club.
The Club rolled out the red carpet for Jeff and a great time was had by all.
Guest speakers included New York State Assemblyman George Latimer, the
Honorable Mayor of Rye Steve Otis and Rye Police Commissioner William
Connors.
Attendees for the evening included retired officers from
around Westchester, as well as active command staff and patrol officers from
other departments. Jeff comes from a law enforcement family. His father Al
retired from the Rye force and his brother Chad works at a police department
in Westchester.
The Master of Ceremonies for the evening was former Rye PBA
President, Ptl. Tim Chittenden. The affair was hosted by current Rye PBA
President Franco Compagnone.
Jeff received a proclamation from Assemblyman Latimer,
declaring Friday, September 26th, 2008, as "Jeff Golanec Day". Mayor Otis
presented Jeff with the traditional Key to the City and he received his
retirement badge from Commissioner Connors.
The PBA presented Jeff with a plaque with his patrolman's
badge mounted on it.

The
Third Annual Rye Police Association Golf
Tournament was held at the Apawamis Club on Sept 9th, 2008. Beautiful
weather helped contribute to the overall success of the affair. Check out

Retirement Dinner
Police
Officer Jeffrey Golanec had a very distinguished and rewarding
career with the Rye Police Department. Unfortunately for us, the
residents and his family, Jeff's career was cut short by a very
serious on the job injury.

John “Tex” Fraterolla
The Rye Police Association is sad to announce the passing of retired
Detective John Fraterolla. John passed away today at the Port Chester
Nursing Home at age 89. He retired from the Rye PD in 1975. Our thoughts are
with his friends and family during this trying time.
Funeral arrangements are as follows:
Viewing will be at the Craft Funeral home in PCNY on Tuesday July 29th
from 1600 Hrs to 2000 Hrs
The funeral mass will be Wednesday July 30th 0930 hrs at
Corpus Christi. Burial to follow at St Mary’s
Cemetery.
Any persons interested in going to Craft Tuesday, please be at HQ ready to
go prior to 1600 Hrs.
Asbestos Clean Up at
the Police Station
After trying to
minimize test results for the last several months, the city has finally
hired an asbestos removal contractor to clean the asbestos contamination in
the police station. The contractor has been cleaning the basement area for
the last several days. We will try to keep our readers up with the progress.
New Sergeant, Sgt.
Michael Larkin
The Rye Police Association congratulates Mike Larkin on his promotion to
Sergeant. Effective today, July 3, 2008, Officer Mike Larkin is now
officially Sergeant Mike Larkin.
Mike grew up in
Rye, attended
Rye
schools and graduated from
Rye
High School. He has
served the citizens as an auxiliary police officer, parking enforcement
officer, bay constable and a police officer. After a short stint working for
the Peekskill Police Department and Volunteer Ambulance Corp, he transferred
to
Rye.
Mike was recently assigned to the marine unit and, for the last few years,
worked as a coordinator of the Rye Police Auxiliary Unit.
The PBA wishes Mike and his family all the best in his new assignment.
New Hires
The Rye PBA
welcomes two new officers to our ranks. Filling long vacant patrol positions
are two officers coming from the private sector.
David Casale,
formerly with Cablevision as a traffic reporter and Debralee Hart, formerly
with the Westchester Broadway Theater, started work last month. They are
scheduled to start training at the
Westchester
County
Police
Academy in August.

Walter Worthington
Scholarship Awards 2008
The Rye PBA
hands out four Walter Worthington Scholarships each year. This year, the PBA
was able to award more Walter Worthington Scholarships. The scholarships are
handed out annually to college or vocational school bound
Rye seniors. The
scholarship is in memory of Det Walter Worthington, a long time Rye Youth
Officer. This program, administered by the Rye Police Association, keeps his
dedication to the youth of
Rye

Rye Police Officer Larry Antinozzi
The Rye PBA
membership wishes to extend our condolences to the family of Ptl.
Scott Antinozzi on the loss of his father, Larry.
Larry was a retired Rye Police officer and life long
Rye resident. Larry was
also the proprietor of the White Dot Golf Shop, formerly located on
Nursery Lane in
Rye.
Arrangements are pending. Our thoughts are with all the Antinozzi family in
this sad time.
New Sergeant
Promotion
The Rye PBA
wishes that we could announce that one of our members has been promoted to
fill the supervisor vacancy left by Sgt Jim Quigley’s retirement on APRIL 30th.
Unfortunately, we cannot. As we have come to expect, indecision is alive and
well here at the Police Department. Hopefully; someday, we can put one of
the deserving, senior patrolman that are eligible to fill this vacancy’s name
on our news page.

Jeff Golanec

Jeff Golanec. Officer Golanec comes from a law
enforcement family, his father Al retiring from the Rye PD over a decade ago
& his brother
Chad
currently working in
New Castle.
Jeff began his law enforcement career with the Mt Vernon, NY PD. Forced into
an early retirement after suffering on the job injuries, Jeff’s leadership
and energy will be missed by us. The PBA wishes Jeff all the best. A
retirement dinner is being planned for the fall and will be announced
shortly.

Retirement Dinner
On Friday May 30th, the
Rye
PBA & the Manursing Island Club hosted a retirement dinner for Sgt. Jim
Quigley. Jim’s Family, Friends & Co-Workers were joined by city dignitaries
for a gala send off. Jim received the customary roast from his friends, as
well as a plaque adorned with replica badges and patches, gifts from family
and friends and the “Key to the City” from Mayor Steve Otis.

Hiring Form for Off Duty Officers Created
We have received
numerous calls from residents asking where on the website they could go to
hire off duty officers. We listened and have created a form that you can
submit to request that an officer contact you about your event. This form
may be used by private citizens as well as businesses. Go to the “Hire Off Duty Officers” page to complete requests.
Asbestos is found in Police Headquarters
On April 16th, 2008 contractors removing old flooring ran
a circular saw through old floor tiles, sending a cloud of dust throughout
the lower level of the police station. Department personnel were forced to
sit through the work, which was performed without any protective
consideration to the employees of the police department. Tile that the
city's contractors cut into, releasing the dust cloud, tested positive for
asbestos.
The city's reaction to the test results was to infer that
the tile tested came from somewhere other than the police station. The Rye
Police Association forced the city to test the building and asbestos
contamination was found in several areas. The Association is following up
with other state agencies to ensure that this condition is addressed.
Rye Police Association votes overwhelmingly "No Confidence" in Police
Commissioner William R Connors & City Manager OP Shew
On April 30, 2008 the Rye Police Association held a
Special Meeting. More than ¾ of the membership, including Police Officers
and Supervisors, voted unanimously to give Commissioner Connors a Vote of
“No Confidence” to lead the members of the Rye Police Department. Another
vote was taken and all the members voted unanimously in favor of having “No
Confidence” in City Manager OP Shew's service and commitment to the citizens
of
Rye
and to the employees of the City of Rye Police Department........

Arrangements for Sgt Quigley’s Retirement Dinner are complete.
At the PBA Meeting on 02/29, Sgt. James Quigley, a
twenty-five year veteran of the City of Rye Police Department officially
announced the filing of his application for retirement. He told the members
present that his filing becomes official on April 29th, 2008. The City of
Rye PBA
wishes him all the best in his future endeavors.
On that note. The Rye PBA entertainment committee has
begun arrangements for a retirement dinner in Sgt. Quigley's honor. All
details for the dinner are not yet complete,
however, the date for the affair is Friday May 30th, 2008 at the Manursing
Island Club.
Looking back through the News Items, I see that we have
failed to recognize two new officers that have joined the department in the
last year. Albert Hein &
Keith Parker
were hired this past year to fill two vacancies in the police department. Al
comes to us from the private sector and Keith transferred here from the
Department of Environmental Protection, DEP, Police.
While indecision still reigns supreme at the PD and we
remain below our allocated manpower, the appointment of these two officers
definitely helps. The PBA wishes them all the best in their careers in
Rye.

On a sad note:

On the afternoon of January 25th
2008, Mount Vernon Police Officer Christopher Ridley was tragically killed
in a “friendly fire” incident in down town
White Plains. Although not in
Mount Vernon where he
was employed as a Police Officer, Christopher seeing a crime in progress
unselfishly and bravely attempted to stop an assault of a resident of the
local homeless shelter. He didn’t have to intervene. He could have done
nothing, but it was not in his nature to do nothing. He felt it was his job,
whether in
Mount Vernon,
White Plains or for
that matter, anywhere.
Those of us who knew Christopher where not surprised that this young man
put his own life in danger to take action and assist a person who appeared
to be in need.
Christopher was posthumously promoted to Detective in a
ceremony at
Mount Vernon
City Hall
prior to Friday’s services.
On Friday February first, 14 Police Officers from the
City of
Rye
attended Christopher’s funeral. Many of the Police Officers who attended
that day did so on their own time. The weather conditions can be described
as horrible at best. Freezing tempter’s, driving rains and high winds did
not deter thousands of Christopher’s brother and sister officer’s from
numerous Police Departments from around the country, both active and
retired, on duty or off duty to be there. This speaks volumes about the
dedication and sense of brotherhood of those whom attended.
Our mission on this sad and tragic day was to support
Detective Christopher Ridley’s family, the Mount Vernon Police Department
and all of our brother and sister officer’s where
ever they may need us, where ever they may be.

accomplished Rye PBA and Rye PD.
Rest in peace our brother. Detective Christopher Ridley.
