PBA Members' Personal Loss
Muriel
Slater a resident of Virginia and
formerly of Port Chester, NY passed away
December 19, 2009. She was 92 and was
born March 13, 1917 to the late Roy and
Josephine Seacord Merritt. She was
raised and educated in Port Chester.
Mrs. Slater was an employee of the
Electrolux Corporation and also worked
for Woolworth Department Store in Rye
NY. She was the widow of Everett W.
Slater, Jr. who passed away June 11,
2002. Mrs. Slater is survived by her
daughter Joyce Chittenden and her
husband Robert of Charlottesville, VA
and son Herbert Gazzigli and his wife
Barbara of Peekskill, NY, eight
grandchildren and 13
great-grandchildren, several nieces and
1 nephew. She was predeceased by her
grandson Jeffrey Gazzigli and brother
Roger Merritt and his wife Ruth.
Visitation will be 2- 6 PM at Craft
Memorial Home, Inc. Funeral Service will
be 10:30 AM on Monday December 28th,
2009 at the funeral home. Interment to
follow at Greenwood Union Cemetery Rye
NY.

The Collection Point at the Police
Station and City Hall has been closed!
Westy's Storage, in the Kohl's Shopping
Center in Port Chester will be open for
drop offs right up to Christmas Eve this
year. Please bring any further Toys for
Tots donations directly there! ******

Sunday Update!
The box in our lobby was refilled on Saturday, after the
"Official" end of the Toys for Tots
event. Rest assured, we will get the
bounty to the drop off in time for the
Corp to get them wrapped and
delivered!

The last drop off of toys for this year
was made to the Toys for Tots collection
point by Rye PBA members on Sunday,
Dec. 20, 2009. The Rye PBA wants to
extend its heartfelt thanks to all that
dropped off items this year. 2009 was
the second year that we have
participated in the US Marine Corp
Reserve "Toys for Tots" program. Getting
an early start this year allowed us to
provide the residents with a conduit to
this worthy cause and they stepped up
big.
All
in all, our members delivered six
"washing machine sized" box loads of
toys that concerned residents dropped at
our collection locations. The age range
of items dropped off spanned the
spectrum of young to older children. We
even received a top of the line
Play Station PS3 that will be picked up
by Westchester Social Services and given
to a family in their program. After
conferring with Toys for Tots
coordinator, Lu Caldara, we contacted
Westchester County Social Services when
he determined the Toys for Tots program
could not effectively deliver such an
item to any one participant.
In
addition to the incredibly generous toy
donations, we did collect several checks
made out to the Marine Corp Reserve, at
this time I do not have a final dollar
figure.
Blood Drive 2009

The Rye Police Association is sponsoring a
Blood Drive on Friday 12/18/2009 between
1000am and 4:00pm at the Locust Ave
Firehouse in the parking area alongside. We
ask that you or your friends and relatives
please consider donating. There is no
greater gift you can give during the Holiday
season then the Gift of Life. Blood is a
gift easily given and it costs no more than
your time. Appointments are available
starting at 10:00 and every 15 minutes until
3:45pm the donation vehicle can accommodate
up to five persons at a time. Happy Holidays
to all and I hope to see some or all of you
there on the 18th.

THE DROP OFF DEADLINE IS APPROACHING!

The City of Rye
Police Association is proud to announce that
it will once again participate in the United
States Marine Corps Reserve, "Toys for Tots"
program for the Christmas season of 2009.
Officer Mike
Kenny, a former active duty Marine Corps
Captain and secretary of the Rye PBA is once
again spearheading this years toy drive.
Officers
Albert Hein and David Casale are also on
board to assist.

Officer Kenny said, "We got off to a good start, right on
schedule this year. We have two toy drops.
One in the lobby of Rye Police HQ and one at
Rye City Hall. With two locations it is more
convenient for people to donate a new,
unwrapped toy this year."
Officers from the
Rye Police Department donated toys last year
as well as money for the "Toys for Tots"
program.
Anyone wishing to
make a monetary donation may do so by making
out a check for "Toys for Tots".
The
donating public is reminded that "Toys
for Tots" accepts only new and unwrapped
toys. Nothing used will be accepted.

Kenny was also
quoted as saying, "Although the response for
young children was good last year, this year
we would like to see more gift items for the
teenage boys and girls. This is an area that
seems need some more attention".
With many people
in the area feeling the financial pinch,
Officer Kenny remains optimistic about this
years toy drive. "Christmas is a time for
giving and people always feel good about
that".

Police Commissioner
The successful
candidate will be responsible for the management of municipal police
department serving a complex suburban community of approx. 15,000 residents.
Applicants should possess advanced degree (J.D., M.B.A. or M.A. in Criminal
Justice or related field preferred); at least 15 years experience as a
police supervisor, with at least 10 years as a Chief or Deputy Chief in
comparable setting, or in ranks of Captain or above in major metropolitan
police department; and advanced police management training such as FBI
National Academy, Law Enforcement Executive Development Seminar, or
comparable programs. Advanced training in personnel and labor
relations, or equivalent experience is preferred, and knowledge of the NY
State Law Enforcement Accreditation process. The candidate will be expected
to have a proven track record of community involvement, and to participate
actively in professional organizations as well as in community organizations
within the City of Rye. Upon hiring, the candidate must live within 10 miles
of the City. Salary $100,000+. To apply, forward resume and cover letter,

recipients at an awards banquet on June 11th.

Friday May 22nd, in the City Council

new date ******
On Friday May 22nd, 2009 at 10:00
a.m. a public hearing is scheduled in the disciplinary
matter of Officer Tim Chittenden. The hearing is open to the
public. The hearing stems from charges filed approximately
six years ago by the City of Rye.
Former Rye Police Association President Timothy
Chittenden will soon be having a public hearing to
defend charges that we feel were brought against him in
retaliation for his bringing to the forefront crimes,
misconduct, mismanagement and other violations committed
by Rye Police Department and City of Rye administrators.
The Rye Police Association fully supports Tim and we are
looking forward to him being vindicated and the
complaints he made about the Rye administrators being
addressed to the full extent of the law.

Affiliated Police Associations of Westchester:
All
I wanted to forward this which was sent from our Trustee Bill Staviski of
the New York State Troopers PBA who keeps us updated on the acts up in
Albany. Richie Wells the President of the PCNY also sent a message with the
same concerns on the veto.
This and other bills :consolidation (in session today) and (AN ACT to
amend the penal law, in relation to the issuance of a license to carry a
firearm) http://www.nraila.org/Legislation/Read.aspx?id=4821) are concerns.

As you may have already heard, Gov. David Paterson has
vetoed a bill that would extend Tier II retirement benefits for police
officers and firefighters to new employees hired on or after July 1, 2009.
While the PBA was surprised by this veto and the effect it will have on
future hires, we cannot stress enough that this bill veto will not affect
the retirement benefits of current PBA members.
Tier II retirement benefits apply to all state and municipal police officers
and firefighters across New York state, excluding New York City employees,
who participate in a separate retirement system. In general, Tier II
benefits separate these sworn emergency service personnel from civilians,
who are classified as Tier III and Tier IV for the purposes of retirement
benefits.
Legislation that extends Tier II benefits to police officers hired in the
future is usually renewed every two years, and has been the case since 1981.
The bill that was vetoed by the Governor would apply to all new police
officer hires on or after July 1, 2009 through July 1, 2011.
This veto creates a problem for not only future State Police hires, but also
for most all other municipal police officers across the state.
The Governor has spoken publicly about creating a new retirement tier, Tier
V, which is expected to be introduced as a bill in the Legislature in the
near future. The Governor's veto is directly tied to this pending proposal.
Support for this proposal in the Legislature is questionable, at best.
The PBA, which is a member of the Police Conference of New York and the NY
Association of PBAs, is currently working in conjunction with these groups
and other unions regarding this highly concerning veto. More information
will be disseminated as all options are considered.

League All Star team up North. Good luck in the big game this Sunday!

Recruit Officers
The two newest officers at the police department, Dave Casale and Debralee
Hart have completed their recruit field training and have received their
squad assignments for the remainder of the year.

Retired Det. Patrick "Sparky"
Spacavento died this morning, Sunday, March 22nd, after a long illness.

Det. Spacavento served the citizens of the City of Rye for many
years. After retirement, he remained a Rye resident and member of the
business community. The Rye PBA extends its heartfelt condolences to his
family.
